I. Program Eligibility Requirements for Supportive Housing Units 1. Occupancy in the supportive is restricted to homeless transition-aged youths and emancipated foster youths with a mental disability that is diagnosed by a licensed professional in accordance with the US Department of Housing and Urban Development (HUD) standards. i. Homeless means a person sleeping in a place not meant for human habitation (e.g. living on the street) or residing in an emergency shelter, transitional housing or other supportive housing programs. 2. Full time student applicant households do not qualify, unless an applicant is receiving TANF assistance, is in a job training program, is a single parent with a dependent child or is married filing a joint return. 3. Applicants applying for units designated for Transitional Aged Youths must demonstrate that they are between 18 and 25 years of age upon initial occupancy. 4. All Supportive Housing Applicants must be referred by a case manager or supportive service agency. 5. Penny Lane, the designated service provider agency for Rayen Apartments is responsible for screening all supportive housing applicants for Program Eligibility. Once Penny Lane has determined that an applicant meets the program eligibility requirements for supportive housing, the applicant will then be screened by the Managing Agent for project eligibility (as described in Sections III and IV.

II. Program Eligibility for Project-Based Section 8 Vouchers 1. Since rents for the property are subsided by Section 8 which is administered by the Housing Authority of the City of Los Angeles (HACLA). Applicants must be screened and approved by HACLA for Section 8 Program Eligibility. A family is defined as a single person of legal age, status, and capacity to enter into a contract in accordance with State and local law; or two or more persons who live regularly in the same dwelling unit ad who are related by blood, marriage or legal obligation, or who have evidenced a stable family relationship, or who have been approved by HACLA as an adult co-tenant(s) including HACLA approved persons related to the co-tenant by blood, marriage or legal obligation. The group must be headed by a person who is of legal age, status, and capacity to enter into a contract in accordance with State and local law. Children temporarily absent from the home due to placement in foster care shall be included in determining the family composition and family size. 2. HACLA must verify citizenship or eligible immigration status HAP benefits will be prorated based on the residency status of each household member. 3. HACLA requires the provision of a complete and accurate social security number for each family member over 6 years of age 4. Background checks will be performed on live-in aides. Live-in Aides must provide a government-issued photo ID. In addition, proposed live-in aides must provide a complete and accurate social security number or permit him/herself to be fingerprinted for purposes of running a background check. The live-in aide is subject to all the tenancy and lease provisions of the subject household. 5. HACLA requires proof of age for each family member 6. HACLA must verify that the applicant’s adjusted income is less than 50% AMI 7. HACLA must verify that the applicant is a not a registered sex offender in any state. 8. HACLA will deny applicants with: i. violent felony convictions; ii. drug-related criminal activity within the last three years; iii. a history of illegal drug use; iv. child molestation and/or sexual misconduct convictions; or v. prior evictions from a federally-assisted housing project.

Rayen Apartments consists of 49 units in North Hills (Los Angeles) with 21 studios, 5 one-bedroom, 8 two-bedroom, and 15 three-bedroom units. There are 76 uncovered parking spaces, of which 25 are reserved for Penny Lane Centers, Inc. There are also 2 community rooms, two service coordination offices, a resident managers’ office, and a laundry room. The building is oriented around a large existing tree which is the focal point of a central courtyard. Project amenities including a laundry room, offices, mailboxes, tot-lot, and elevator are situated around the courtyard. The target population is low-income families earning less than or equal to 50% of the AMI. Rents will be subsidized by the Housing Authority of the City of Los Angeles; therefore all households will pay 30% of their adjusted household income as rent. Twenty-five units will be reserved as permanent supportive housing units that will target homeless emancipated foster youth with a mental disability with household incomes at or below 35% AMI. The owner will be a limited partnership with A Community of Friends (ACOF) acting as managing general partner and Penny Lane Centers entering as co-General Partner, post-closing. ACOF will be the Managing General Partner and primary developer of the project. Penny Lane Centers, Inc. will provide services to residents. In addition, ACOF will oversee property and asset management and the ongoing operation of the building.
